कोरोना संकट के कारण 22 मार्च से बंद टूरिज्म और हॉस्पिटैलिटी इंडस्ट्री को फिर से शुरू करने के लिए केंद्रीय पर्यटन मंत्रालय ने ड्राफ्ट तैयार किया है। भास्कर के पास उपलब्ध इस ड्राफ्ट के अनुसार, होटल रिसेप्शन और टूर एंड ट्रेवल्स का दफ्तर बिल्कुल अस्पताल के काउंटर की तरह होगा। होटल या टैक्सी वो पर्यटक ही बुक कर सकेंगे जिन्हें कोरोना नहीं है।
इसके लिए मेडिकल सर्टिफिकेट अनिवार्य किए जाने की तैयारी है। ड्राफ्ट में ज्यादा से ज्यादा डिजिटल टेक्नोलॉजी का इस्तेमाल करने और टच पाइंट कम करने पर जोर दिया गया है। सूत्रों के मुताबिक, जून से टूरिज्म गतिविधियों को सशर्त शुरू किया जा रहा है। सरकार इसी ड्राफ्ट को मामूली संशोधन के साथ लागू कर सकती है।
कुछ अनिवार्य नियमों के अलावा सुझाव भी दिए जाएंगे
खास बात यह है कि अब होटलों और ट्रैवल एजेंसियों को यात्री की पूरी ट्रैवल हिस्ट्री (किससे मिला, कहां गया) लॉगबुक बनाकर रखनी होगी। ड्राफ्ट भविष्य को ध्यान में रखकर बनाया गया है। इसमें रिस्क कम करने के साथ गेस्ट ट्रेसिंग को आसान बनाने पर जोर दिया गया है। कुछ अनिवार्य नियमों के अलावा सुझाव भी दिए जाएंगे, जिन्हें राज्य और केंद्र शासित प्रदेश आवश्यकतानुसार लागू करेंगे।
गौरतलब है कि दुनिया के कई देशों में टूरिज्म शुरू हो चुका है। इटली, न्यूजीलैंड ने टूरिज्म शुरू कर दिया है और फ्रांस शुरू करने जा रहा है।
पर्यटन और होटलों को लेकर ये अहम बदलाव होने की बातः
1. अब पर्यटकों की लॉग बुक बनेगी, एलर्जी का भी रिकॉर्ड
होटल और पर्यटन से संबंधी बुकिंग कराते समय बताना पड़ेगा कि पर्यटक को कोरोना नहीं है। इसके लिए मेडिकल प्रमाणपत्र मांगा जा सकता है। यात्री का पूरा रिकॉर्ड, ट्रैवल हिस्ट्री की लॉगबुक बनाना अनिवार्य होगा। हर यात्री की उम्र, हेल्थ हिस्ट्री, एलर्जी का रिकॉर्ड रखा जाएगा। हर यात्री की आने-जाने की जगह, मिलने वाले लोगों का नाम-पता, ठहरने आदि की तमाम हिस्ट्री रखना आवश्यक होगी। यह बात होटल और ट्रैवल बुकिंग करने वाली संस्था दोनों पर लागू होगी।
2. हर एंगल पर सीसीटीवी ताकि पर्यटक का मूवमेंट पता रहे
टूरिज्म सर्विस प्रोवाइडर के ऑफिस और होटल परिसर को लगातार सैनिटाइज किया जाए। हफ्ते में दो बार डीप क्लीन एवं डीप सैनिटाइज किया जाए। यहां हर एंगल पर सीसीटीवी कैमरा होगा, जिससे जरूरत होने पर संक्रमित होने वाले व्यक्ति के पूरे मूवमेंट को देखा जा सके। एक अलग स्पेस होना चाहिए, जो ऑफिस कर्मचारी या विजिटर के बीमार होने पर शिफ्ट करने में काम आए।
3. होटल में एंट्री से पहले स्क्रीनिंग-सैनिटाइजेशन
किसी भी होटल में प्रवेश से पहले यात्रियों की पूरी तरह स्क्रीनिंग की जाएगी और सैनिटाइजेशन के बाद ही होटल में प्रवेश मिलेगा। होटलों में ट्रांजेक्शन पूरी तरह कैशलेस होगा। इसकी बुकिंग भी सिर्फ ऑनलाइन माध्यमों से ही की जा सकेगी। पर्यटन विभाग से जुड़ी टैक्सी बुक करने और किराए का भुगतान करने के लिए भी ऑनलाइन ट्रांजेक्शन ही करना पड़ेगा।
4. छोटे समूहों में होगा पर्यटन, आईडी का प्रिंट नहीं देना
हर पर्यटक की जानकारी केवल डिजिटल माध्यमों से लेंगे। आईडी आदि की फोटो कॉपी का प्रिंट नहीं देना पड़ेगा। सोशल डिस्टेंसिंग के लिए 10 से 15 लोगों से ज्यादा बड़ा ग्रुप स्वीकार नहीं किया जाएगा। ट्रैवल एजेंसी से जुड़े हर ड्रायवर के पास हेल्थ सर्टिफिकेट होना अनिवार्य होगा। ड्रायवर, हेल्पर्स को हमेशा मास्क और दस्ताने पहनने होंगे। हर नए असाइनमेंट से पहले थर्मल स्क्रीनिंग से गुजरना होगा। 10 लोगों से ज्यादा व्यक्तियों के टूर में पब्लिक ट्रांसपोर्ट का कम से कम इस्तेमाल।
5. वाहनों में जरूरी होंगे डिस्पोजेबल सीट कवर
सभी टूरिस्ट वाहनों में डिस्पोजल सीट कवर एवं हैंड रेस्ट कवर का उपयोग जरूरी होगा। कोशिश करनी होगी कि ड्रायवर और पैसेंजर के बीच फाइबर ग्लास पार्टीशन हो। हर वाहन में हैंड सैनिटाइजर और मास्क होना अनिवार्य होगा। एसी बस के एयर डक्ट को हर सप्ताह अंदर से साफ करना आवश्यक होगा। वाहन में इमरजेंसी नंबर होना चाहिए।
...और ये तीन चीजें भी जरूरी

• होटल के सभी कर्मचारियों का हेल्थ चेकअप और स्वास्थ्य बीमा होना आवश्यक है। सभी कर्मचारियाें के मोबाइल पर आरोग्यसेतु ऐपहोना चाहिए।
• पर्यटकों का स्वागत नमस्ते से ही किया जाए। हाथ न मिलाया जाए। वाहन में बोर्डिंग से पहले मास्क और टेम्प्रेचर चेक अनिवार्य रूप से करें। वाहन में चढ़ने से पहले सभी को सैनिटाइज किया जाए।
• गाइड और पर्यटक माइक्रोफोन का इस्तेमाल करें, जिससे साइटसीइंग के दौरान दूरी बनी रहे। संभव हो तो ऑडियो गाइड का इस्तेमाल करें।

थाइलैंड में हजारों की संख्या में हाथी पर्यटक इंडस्ट्री में काम करते हैं। पर्यटकों की कमी के कारण अब ये भूखे रहने को मजबूर हैं, इसलिए महावत इन्हें गांव ले जा रहे हैं।

 Talk about these important changes regarding tourism and hotels:

 5. Disposable seat covers will be necessary in vehicles
