दुनिया के कई देश कोरोना के प्रसार को मापने के लिए कॉन्टैक्ट ट्रेसिंग ऐप पर काम कर रहे हैं। भारत में आरोग्य सेतु ऐप लॉन्च हो चुका है, जबकि ब्रिटेन के ऐप एनएचएस-एक्स का पायलट टेस्ट चल रहा है। वैज्ञानिक करीब 30 देशों के ऐप की स्टडी कर रहे हैं। वे इन ऐप के व्यवहार, खासकर डेटा की प्राइवेसी संबंधी शंकाओं को लेकर संतुष्ट नहीं हैं।
ब्रिटेन समेत अन्य यूरोपीय देशों के वैज्ञानिकों और रिसर्चर्स ने भी इन ऐप की आलोचना करते हुए खुला पत्र लिखा है। इसमें कहा गया है कि ये ऐप यूजर्स के डेटा हैंडलिंग, उनकी निजता के बारे में पारदर्शी नहीं हैं। उदाहरण के तौर पर जब दो लोग मिलते हैं, तो उनके ऐप ब्लूटूथ के जरिए एक-दूसरे से संपर्क में आते हैं। ऐसे संपर्कों का ब्यौरा दोनों व्यक्तियों के मोबाइल ऐप में सेव होता है।
कई ऐप यूजर के लोकेशन का डेटा भी लेते हैं। अगर ये डेटा हैकर के हाथ लग जाए, ऐप के नियंत्रक इससे यूजर्स की स्थिति की पहचान करने लगें, तो यह निजता के लिए बड़ा खतरा होगा।
वैज्ञानिक लॉन्च से पहले ऐप का विश्लेषण करना चाहते
वैज्ञानिकों को ऐप लॉन्च होने से पहले ऐसे दुष्प्रभावों का विश्लेषण करने का मौका मिले। यह विश्लेषण यूजर्स के लिए उपलब्ध हो। वे तय कर सकें कि उनके लिए ऐप ठीक है या नहीं। डेटा प्रोटेक्शन कानून का पालन हो। ऐप को एमआईटी टेक्नोलॉजिकल रिव्यू परख रही है।
एमआईटी टेक्नोलॉजिकल रिव्यू ने 5 पैमानों पर एप को परखा
- स्वैच्छिक: ऐप डाउनलोड करना अनिवार्य नहीं।
- सीमित इस्तेमाल: डेटा सिर्फ सार्वजनिक स्वास्थ्य के हित के लिए उपयोग किया जा रहा है।
- डेटा नष्ट करना : डेटा तय समय (आमतौर पर 30 दिन) में नष्ट हो जाएगा। यूजर्स खुद भी चाहें तो अपना डेटा डिलीट कर सकेंगे।
- न्यूनतम सूचनाएं: ऐप कोविड-19 के संबंध में ट्रेसिंग के लिए जरूरी सूचनाएं ही लेता है।
- पारदर्शिता: ऐप से जुड़ीं नीतियां, डिजाइन, सोर्स कोड सार्वजनिक किए जा चुके हैं।
- अमेरिका: फिलहाल अमेरिका के किसी ऐप का नाम सामने नहीं आ रहा है।
- ब्रिटेन : एनएचएस-एक्स ऐप। यह स्वैच्छिक, पारदर्शिता, न्यूनतम सूचना के पैमाने पर खरा।
- इटली: इम्युनी ऐप। यह पांचों पैमानों पर खरा।
- फ्रांस: स्टॉप कोविड ऐप। यह स्वैच्छिक है। अन्य पैमानों पर खरा नहीं उतरा।
- चीन: चाइनीज हेल्थ कोड सिस्टम ऐप। यह पांचों पैमाने पर खरा नहीं उतरा है।
- जर्मनी: कोरोना ऐप। यह स्वैच्छिक है। डेटा नष्ट हो सकेगा। अन्य पैमानों पर खरा नहीं है।
- भारत: आरोग्य सेतु ऐप। डेटा नष्ट हो सकेगा। पारदर्शी है। अन्य पैमानों पर खरा नहीं।
Many countries in the world are working on a contact tracing app to measure the spread of corona. The Arogya Setu app has been launched in India, while the pilot test of the UK app NHS-X is underway. Scientists are studying the app in about 30 countries. They are not satisfied with the behavior of these apps, especially data privacy concerns.
Scientists and researchers from other European countries including Britain have also written an open letter criticizing these apps. It states that these apps are not transparent about users' data handling, their privacy. For example, when two people meet, their apps come into contact with each other via Bluetooth. The details of such contacts are saved in the mobile app of both the individuals.
Many apps also take data of the user's location. If this data gets caught by the hacker, the controllers of the app can identify the status of the users, then it will be a big threat to privacy.
Scientists want to analyze app before launch
Scientists get a chance to analyze such side effects before the app is launched. This analysis should be available to users. They can decide if the app is right for them. Data protection law to be followed. The app is under examination by MIT Technological Review.
MIT Technological Review tested the app on 5 parameters
Voluntary: App downloading is not mandatory.
Limited Use: The data is being used only for the public health interest.
Data Deletion: Data will be destroyed in a specified time (usually 30 days). Users can also delete their data if they want to themselves.
Minimum notifications: The app only collects the information required for tracing in relation to Kovid-19.
Transparency: App related policies, design, source code have been made public.
China's app has not met any scale
America: Currently no US app name is coming out.
Britain: NHS-X App. It lived up to the scale of voluntary, transparency, minimum information.
Italy: Immunity App. It met all the five parameters.
France: Stop Covid App. It is voluntary. Other standards did not meet.
China: Chinese Health Code System App. It has not met all five scales.
Germany: Corona App. It is voluntary. Data will be lost. Other standards are not up to date.
India: Arogya Setu App. Data will be lost. Is transparent. Not up to other standards.
